[JOIN CALL] Collaborative scientific research

The Ministry of Science, Education and Youth launched a call on 17 June 2025. Collaborative scientific research to support the implementation of collaborative industrial research projects between enterprises and research organisations.

Purpose of the call

Increasing the level of development of new technologies, products and processes by conducting collaborative applied research.

Financial allocation

The total amount of grants available is 29.593.441,00 EUR.

  • Minimum aid amount per project: 350.000,00 EUR
  • Maximum aid amount per project: 1.000.000,00 EUR

Aid intensity

  • Aid for research and development projects: to 80% eligible costs
  • Innovation aid for SMEs: to 50% eligible costs
  • De minimis aid: to 80% eligible costs

  • Research organisations
  • micro, small or medium-sized enterprise

Eligible partners

The eligible partners are research organisations, large companies and technology transfer offices.

Deadline and method of submission of applications

The call is open until 11 a.m. on 15 October 2025. The submission of the project proposal is allowed from 11 a.m. on 1 September 2025 at the earliest. The project proposal is submitted to the Ministry of Science, Education and Youth through the portal ecohezija.gov.hr.

Questions and Answers

Potential applicants have the right to ask questions related to the Call continuously until the expiry of the deadline for the submission of project proposals, and no later than 14 days before the expiry of the deadline for the submission of project proposals. Questions with a clearly indicated reference to the Invitation can only be sent via e-mail to the address kzi@mzom.hr.

The answers shall be published on the ‘Questions and answers’ form on the Portal within seven working days from the date of receipt of the specific question, but no later than seven days before the deadline for submission of project proposals.

[OPTION] R&D&I S3 – Increasing the development of new products and services resulting from R&D activities

The Ministry of Economy has launched a new tender under the Competitiveness and Cohesion Programme 2021. 20-2027 This is the R&D&I call S3 – Increasing the development of new products and services resulting from R&D activities (Reference: PK.1.1.12), intended to stimulate investment in innovation, research and development and to improve cooperation between undertakings and scientific research organisations.

Subject of the public call

Fostering the development of new products and services under thematic priority areas S3 by strengthening the research, development and innovation capacity of enterprises and fostering cooperation between entrepreneurs and R&D institutions.

Financial allocation

The total amount of grants available is EUR 191.170.820,00.

  • Minimum aid amount per project: 200.000,00 EUR
  • Maximum aid amount per project: 2.000.000,00 EUR

Aid intensity

  • Aid for industrial research: to 80% eligible costs
  • Aid for experimental development: to 60% eligible costs
  • Aid for feasibility studies: to 70% eligible costs
  • Regional investment aid: to 75% eligible costs

Eligible applicants

A legal or natural person who is:

  • micro, small, medium or large entrepreneur
  • Small mid-caps

Eligible partners

The applicant may apply and implement the Project alone or in partnership with:

  • other entrepreneurs and/or research and knowledge-dissemination organisations (R&D)
  • foreign partners with a justification of up to 15 % eligible costs
  • Partners in the same group (without increasing the aid intensity)

Eligible activities

  1. Research and development:
    • Industrial research (TRL 2-4) (cannot be carried out as a stand-alone activity but only with the continuation of experimental development activities)
    • Experimental development (TRL 5-8) (mandatory)
    • Feasibility studies (only if linked to the previous two)
  2. Initial investments in tangible and intangible assets related to research capacities (only in addition to R&D activities)

Eligible costs

  • salaries of staff,
  • depreciation of instruments and equipment;
  • costs of contractual research, knowledge and patents,
  • advisory services;
  • Indirect costs at a fixed rate of up to 15% eligible personnel costs,
  • feasibility studies;
  • VAT on non-recoverable eligible costs;
  • tangible and intangible assets used for project activities;
  • Other costs up to 25 % the total value of the project as:
    • project management and procurement procedures;
    • the cost of materials, consumables and similar products,
    • technological services of a different type,
    • information and visibility;
    • additional activities that have a positive impact on horizontal principles...

Project proposals are submitted through the system eCohesion in electronic form at the earliest from
15/09/2025 from 12:00 until the available funds are used up, but no later than 30/12/2026 at 14:00

Free 3D print and support for entrepreneurs – apply to the 3DOP Public Call

3D printing industry grows fast and opens new Opportunities for SMEs, ranging from faster prototyping to reduced costs and product manufacturing times. As part of an international project 3DOP - 3D Printing Optimized Production, provides entrepreneurs with the opportunity to fully use the advanced technologies, knowledge and advisory services of one of the 30 project partners free of charge.

One of them is TEH LAB operating within the Rijeka Development Agency Porin. TEH LAB offers modern equipment based on additive technologies enable the manufacture of metal or polymer parts. In addition to 3D printing, TEH LAB also provides Digitalisation services of existing objects through high-resolution optical 3D scanning.

Public call

The Rijeka Development Agency Porin, as the only Croatian partner in the international project consortium 3DOP, invites small and medium-sized enterprises from all over Croatia to apply for the Public call published as part of the project and to gain free access to state-of-the-art technologies, expertise and advanced technical solutions in the field of additive manufacturing. This opportunity allows companies to develop, test and deploy advanced 3D technologies in prototyping and manufacturing – completely free of charge. In this way, Croatian SMEs can actively participate in the research of new business opportunities created through the implementation of the European 3DOP project. Selected companies receive not only access to technological testing and technical cooperation, but also personalised mentoring and advisory services designed to support innovation projects in the development and funding phase.

Entrepreneurs who apply to the Public Call can choose between several forms of cooperation. Particularly noteworthy is the service Free demonstrations and pilot services offered by our TEH LAB, through which entrepreneurs can test, optimize and adapt their own technologies. In addition to the services offered by the Rijeka Development Agency Porin, entrepreneurs can also choose one of the services offered by the remaining thirty partners on the 3DOP project. These include testing solutions developed through the project, a range of non-technical services such as mentoring, training, new projects and partnerships, public and private funding.

The call is aimed at small and medium-sized enterprises who want to develop innovation using additive manufacturing and advanced manufacturing technologies. Applications are open do 8. rujna 2025. godine.

3DoP: EU project aimed at optimizing production through advanced 3D technology

3DOP is a project co-financed by the European Commission through the Interregional Innovation Investment Instrument (I3) with the aim of stimulating industrial growth and innovation through cooperation between European macro-regions. The project aims to remove barriers to the widespread uptake of AM by SMEs, in particular high costs, lack of automation and digital integration.

Through the collaboration of 33 partners, 3DOP offers A wide range of advanced 3D printing and support solutions for European manufacturing companies. The most important partner is Signify, the world leader in lighting for professionals, consumers and IoT lighting, formerly known as Philips Lighting.
