They have the right to apply Entrepreneurs Beginners – natural and legal persons who independently and permanently carry out an economic activity for profit and who have been registered for no more than three years until the date of submission of the application (incubation programme); and Entrepreneurs at a later stage of growth and development registered in the relevant register for a period longer than three years from the date of submission of the application (post-incubation).
Entrepreneurs residing or having their registered office in the territory of the City of Rijeka are entitled to a reduced fee for the use of business premises. Lease prices are determined in accordance with the Ordinance on the determination of rent and activities in business premises adopted by the City of Rijeka.

The Torpedo Production Park was created through the project of renovation and conversion of Hall 14, which created a modern technological and educational entrepreneurial incubator at Milutina Barača 60 in Rijeka.
On an area of over 1,500 m2 is arranged 21 functionally equipped spaces, including 16 incubation units, of which 14 of the workshop type are intended for undertakings in the manufacturing and related sectors (according to the NKD 2007 manufacturing classification). In addition to the work space, users have at their disposal a modernly equipped conference room, a meeting space and a coworking zone for cooperation and exchange of ideas.
