The FIPRO Foundation, in cooperation with the City of Rijeka and Primorje-Gorski Kotar County, has published two public calls for funds intended for the development and commercialization of innovative products and services in the area of Rijeka and Primorje-Gorski Kotar County.

The aim of both calls is to encourage innovation and the development of technological entrepreneurship and to provide financial support to entrepreneurs who develop new products and services with potential for market application.

Call of the City of Rijeka and the FIPRO Foundation

The call, in cooperation with the City of Rijeka, is intended for entrepreneurs based in the City of Rijeka, to submit applications for the granting of non-refundable subsidies under the measure "Co-financing the development of commercialisation of innovative products or services".

Eligible applicants

• small business entities which are entirely privately owned and have their registered office in the territory of the city of Rijeka;
• natural persons – promoters of innovative ideas willing to register an economic activity based in the city of Rijeka before signing the grant agreement;

Financial allocation

Under this call, €20,000 is available, and individual entrepreneurs can be awarded funds in the minimum amount of €4,000 and a maximum amount of €6,700.

Co-financing rate

Eligible costs per project are co-financed in the amount of 80% amounts exclusive of VAT.

Eligible costs

• costs of instruments, equipment, tools and materials incurred directly as a result of the development of the project idea;
• costs of prototyping, testing and testing of the innovative product or service;
• research costs on the basis of contracts with other parties
• costs of obtaining, validating and protecting patents and other intangible assets (intellectual property);
• costs of promotion in the process of preparation for market launch and sales channel development activities
• salary costs of newly employed persons on the project in the amount of up to 50% average monthly net wages in the Republic of Croatia, published in the year preceding the year in which the Public Call was published

Invitation of Primorje-Gorski Kotar County and FIPRO Foundation

The call, in cooperation with the Primorje-Gorski Kotar County, is intended for applicants based in the Primorje-Gorski Kotar County, and relates to the allocation of financial resources from the project "Commercialisation of innovation".

Eligible applicants

• natural persons (innovators willing to enter a business venture or transfer their rights to another economic operator)
• small business entities based in the Primorje-Gorski Kotar County

Financial allocation

€60,000 is available under this call. Individual applicants can be awarded funds in the minimum amount of 7,000.00 €, and in the maximum amount of available funds that can not exceed 20.000,00 €.

Co-financing rate

• 50% awarded non-repayable
• 50% granted as a loan

Eligible costs

• the manufacture or supply of the necessary equipment, tools and materials for the production of innovation where it cannot be contracted as an external service;
• making, testing and perfecting a prototype of a product or process for the provision of a service;
• market launch preparations, promotional activities and contracting and development activities of distribution sales channels
• certification or certification of products or services with a view to market entry;
• search the state of the art, preparation and protection of intellectual property

City of Rijeka published Public call for applications for non-repayable subsidies from General programme of measures to encourage the development of entrepreneurship in the city of Rijeka.

Subject of the call

The subject of this public call is the granting of non-repayable aid to entrepreneurs in the territory of the city of Rijeka with the aim of strengthening the competitive appearance of entrepreneurs in the market and achieving additional practical education and better information in entrepreneurship.

Financial allocation

For the implementation of this Public Call in the budget of the City of Rijeka in 2025 is ensured €250,000.

• Minimum aid amount per project: 300 EUR
• Maximum aid amount per project: €10,000

Co-financing rate

• of 50% up to 80% project costs

Measures eligible for non-repayable support

• Subsidisation of costs of start-up entrepreneurs
• Subsidising the acquisition and installation of machinery and equipment
• Subsidizing the introduction of IT systems and applications into business

Eligible applicants

Small business operators defined by the law governing the promotion of the development of a small economy, which are fully privately owned with headquarters in the territory of the city of Rijeka and did not receive a subsidy from the City of Rijeka in 2023 and 2024.

Deadline and method of filing the application

Applications are received from 13 October 2025 from 08:0 a.m. to 31 October 2025 until 4 p.m. exclusively through the Information Service of the City of Rijeka (on-line application), where there are detailed instructions on the application process.

HAMAG-BICRO published Public call for registration in the Catalogue of service providers as part of the call Vouchers for business internationalisation within the framework of the Acceleration Program.

Micro, small and medium-sized enterprises (SMEs) — beneficiaries of grants from calls for grants under the action Strengthening the acceleration of activities (reference number: NPOO.C1.1.2. R2-I4) to be reported to Public call for the award of vouchers for the internationalization of business have to select a service provider from the Service Provider Catalogue; which will be published on the website of the Croatian Agency for SMEs, Innovations and Investments (HAMAG-BICRO). The public call for internationalisation vouchers will co-finance the business internationalisation voucher, i.e. to participate in international events, exhibitions, fairs, workshops, conferences and similar international events for the purpose of SME internationalisation and attracting investment.

Subject of the call

Expression of interest for enrolment in the Catalogue of Service Providers It will provide an overview of eligible providers and speed up and facilitate the process of awarding vouchers to undertakings that will apply for Public call for the award of vouchers for the internationalization of business.

Eligible applicants

Entrepreneurs or agencies for the organisation of participation in international events possessing appropriate knowledge, experience and capacity.

The criteria are that the applicant legal or natural person (explained in detail in the text of the call):

• with at least one full-time employee,
• registered at least 12 months prior to the submission of the application,
• the annual turnover is at least EUR 1 million;
• positive business in the year preceding the publication of the call;
• registered to provide the service which is the subject of the voucher,
• with at least one full-time employed professional with the experience required for the … voucher

Objective of the Catalogue

Provide an overview of eligible providers; and speed up and facilitate the process awarding vouchers.

What is co-financed

Vouchers will cover costs related to the internationalisation of operations, for example:

• the services of agencies for the organisation of participation in international events,
• transportation (including plane tickets, transfer to/from the airport),
• transport of prototypes,
• accommodation during the event,
• registration fees and other participation fees,
• organization of B2B meetings and business meetings,
• rental of exhibition space and equipment at fairs and similar events.

Interested service providers should complete Application for registration in the Catalogue of Service Providers accompanied by the relevant documentation (explained in detail in the text of the call):

• references;
• a statement of the veracity of the information;
• the curriculum vitae of the expert;
• an extract from the relevant register,
• Tax Administration certificate.
