The funds for the project to reconstruct and convert one of the halls of the former Torpedo factory into a Technological and Educational Entrepreneurial Incubator called ‘Torpedo Production Park’ were approved at the tender of the Ministry of Economy, Entrepreneurship and Crafts, which, as an intermediate body, carried out the procedure for allocating EU funds. A total of 97.22 will be provided through European funds. % the value of the project, with the City of Rijeka investing an additional HRK 2.8 million in the preparation of documentation projects. The new business incubator, as part of the project, will round off the technological unit of modern 3D technologies in metal.
The Mayor of Rijeka Vojko Obersnel recalled that the space of hall 14 a few years ago the City of Rijeka bought together with utility companies Vodovod i kanalizacija and Čistoća for 17 million kuna, and the fact that more grants were received than space was paid, speaks about the justification of the invested funds.
‘The grants provided are a continuation of the successful policy of the City of Rijeka to withdraw funds from EU funds, from which as much as HRK 560 million has been approved for a total of 67 projects over the past three years. Additional, newly submitted projects are also expected to be approved, confirming Rijeka as the leader in withdrawing funds from European Union funds, "said Mayor Obersnel.
According to the director of the Rijeka Development Agency Porin Ernest Cukrov, the main objectives of the project are to support innovative start-up companies in the manufacturing sector and related activities, who want to develop products faster, more efficiently and more easily, then to establish new education programs, as well as commercial support, i.e. to enable small and medium-sized entrepreneurs from the Rijeka area easier access to high-quality services and improve their entrepreneurial results.
"Our ultimate goal is – after electric bicycles, motorcycles and cars, also to produce an electric motor, thus somehow restoring the old glory of the Torpedo factory," said Director Cukrov.
THE NEXT PICTURE OF THE HALA 14 BIOGRAPHYS TORPEDO

The obtained funds will reconstruct the existing industrial hall 14 with ground floor and gallery of 1,727 square meters, in which will be arranged 14 workshops and 2 offices for entrepreneurs, incubation teh-lab that will function as a coworking space for workshop works and equipment accommodation, conference hall and meeting room, while the central part of the hall will also be an exhibition space. The value of the works was estimated at HRK 7.97 million, while the most valuable part of the project is the purchase of equipment in the amount of HRK 13.25 million. There will be four 3D printers: 3D printer FDM (plastic), 3SD printer for sand, 3D printer DMLS (metal) large volume and 3D printer DMLS (metal) small volume, and scanner.
The project will last 18 months and the grant agreement is expected to be signed in October. Construction work on the premises should start by the end of the year, while the Torpedo Production Park could open its doors as early as the first half of next year.
Tina Ragužin from the Department of Entrepreneurship expressed her satisfaction that the European funds will regulate another Rijeka incubator and thus further expand the network to help entrepreneurs in the initial phase of the realization of their idea. Two decades ago, the City of Rijeka established two business incubators, in the meantime, equipment of a high technological level was procured with the aim of greater support for the work of start-up entrepreneurs, and in 2013 it opened its doors to Start up incubators in which the eighth generation of young people is provided with entrepreneurial infrastructure for the development of their business ideas.

Summary:
The Call "Wish - A Women's Employment Programme" is in line with European and national recommendations on improving the position of women in the labour market and protecting women's rights. It is also in line with the guidelines of the employment policies of the EU Member States with a focus on promoting social inclusion and combating poverty, especially considering that women who are disadvantaged in the labour market and who will take care of elderly and disadvantaged people will be included as participants in these activities.
The call will be implemented by local government units and non-profit organizations for a period of up to 30 months, and is intended for employment of disadvantaged women in the labour market, with an emphasis on women over 50, women with the most completed secondary education, women with disabilities, women victims of trafficking in human beings, treated addicts, women victims of domestic violence, homeless people.
Thanks to this Call, almost 3,000 women are planned to be employed throughout Croatia to support and care for almost 12,000 elderly and disadvantaged people in their communities. Projects will be implemented in hard-to-reach areas (rural areas and islands) and in those areas where the unemployment rate and long-term unemployment rate are higher than the Croatian average.
Local and regional self-government units and non-profit organisations can apply for the tender with their projects. Compulsory partners on the project are regional and regional offices of the Croatian Employment Service and Centers for Social Welfare, and as other partners on this project can participate associations, units of local and regional self-government legal entities of religious communities as well as institutions.
Eligible activities of this Call are employment of women from the target groups to support and support elderly and disadvantaged people in the local community, education and training of women from the target groups to support and support elderly and disadvantaged people in their households, as well as providing material conditions for the implementation of activities to support and support elderly and disadvantaged people (procurement of hygiene and household maintenance supplies for persons to be cared for by women, purchase of bicycles).
The minimum value of grants per project can be 900.000,00 kn, while the maximum foreseen value of the project is 10.000.000,00 kn. Eligible project costs will be fully financed (100% costs).
The call is implemented under Specific Objective 9.i.1. Combating poverty and social exclusion by promoting labour market and social integration of vulnerable groups, and combating all forms of discrimination.
Total grant amount: 400.900.000,00 HRK
Grant amount per project proposal: the minimum amount of the requested grant may be HRK 900,000,00, and the maximum amount of the requested grant may be HRK 10,000,000.
Project co-financing: the share of funding per project is 100% eligible costs, i.e. applicants/partners do not provide co-financing of projects from their own resources.

Summary: The call for proposals will be implemented under the Operational Programme Competitiveness and Cohesion 2014-2020, Priority 3 "Business Competitiveness"; Investment priority 3a Promoting entrepreneurship, in particular by facilitating the economic exploitation of new ideas and fostering the creation of new enterprises, including through business incubators, Specific objective 3a2 Enabling a favourable environment for the creation and development of enterprises, financed by the ERDF.
The objective of this Call is to provide effective assistance to strengthen the position of SMEs in the market, to reduce information asymmetries among SMEs and to facilitate access to business knowledge and skills, partners and information essential for business growth and development, as well as to improve the economic performance and survival rate of SMEs.
Based on the OPCC, EUR 3.000.000,00 was provided for this Call from the ERDF, which is shown in the State Budget of the Republic of Croatia in the amount of HRK 22,800.000,00.
Eligible ETDs are those up to 31.12. in 2016 registered in the Unified Register of Enterprise Infrastructure (hereinafter: JRPI): http://reg.minpo.hr/pi/public/.
Eligible applicants under this Call are PPIs in private or public ownership, which comply with the definition in Article 4. the Entrepreneurial Infrastructure Improvement Act (NN Nos 93/13, 114/13 and 41/14) defined as:
•development agencies;
•Entrepreneurial centres;
•business parks,
•business incubators,
•Entrepreneurial accelerators.
