Local Partnership for Employment of Primorje-Gorski Kotar County (LPZ) was established in 2011. Its bodies are the Assembly, the Management Board, the Secretariat and the Working Groups. Due to interest in the appointment of new representatives of LPZ members in the new mandate period and the inclusion of new members from the county area, on May 19, 2017, the Assembly of the Local Partnership of Primorje-Gorski Kotar County was organized in the premises of the Rijeka Development Agency Porin d.o.o.
In accordance with the agenda, new representatives of LPZ members were appointed as well as the accession of new 7 members. The LPZ now has 32 members. Doris Sošić from the Rijeka Development Agency Porin d.o.o. was elected president of the LPZ, and two vice-presidents were elected: Vita Dujmović from the Croatian Chamber of Economy - County Chamber Rijeka and Željko Marković from the Croatian Employment Service - Regional Office Rijeka.
The President and two Vice-Presidents were elected to the Management Board, i.e. the Rijeka Development Agency Porin d.o.o., the Croatian Chamber of Economy-County Chamber Rijeka, the Croatian Institute of Science-Regional Office Rijeka and the Technical Culture Centre Rijeka, the Local Development Agency PINS d.o.o., the City of Rijeka, the Primorje-Gorski Kotar County, Sensum d.o.o., the Lovran College. Representatives of HZZ-Regional Office Rijeka, HGK-County Chamber Rijeka, Rijeka Development Agency Porn d.o.o. and STEP RI d.o.o. were elected to the LPZ Secretariat.
For the purpose of the implementation of the Human Resources Development Strategy of Primorje-Gorski Kotar County 2015-2020, the Amendment to the Action Plan for the implementation of the same was adopted, which includes 76 project proposals worth EUR 12,303,058.23.
Since the European Social Fund, Operational Programme Efficient Human Resources 2014-2020, published the Call for Local Initiatives for Employment Promotion - Phase III, four project proposals for Component 1 of the Municipality of Viškovo, Centre for Technical Culture Rijeka, Učilište Lovran and Component 2 of the holder of the Rijeka Development Agency Porin d.o.o.
The LPZ is the body for the preparation of the Human Resources Development Strategy at the county level, and the main tasks of the Partnership Agreement relate to:
– identifying problems, ideas, growing clusters and any other employment policy issues;
– engaging all available sources in favour of an integrated strategy accepted by all partners, based on the needs of the county and established by a formal mandatory LPZ;
improving the coordination of measures related to employment, with the aim of developing the county strategy of the LFS, as part of and elements for encouraging it,
-Support the implementation of case-related measures in line with the LSP strategy.
Membership of the LPZ has the obligation to actively participate in all its activities and to provide the necessary and agreed contributions to:
- developing the RLJP strategy in cooperation with the bodies responsible for the development of the new County Development Strategy, the CES and the stakeholder group,
- developing an action plan, describing the process of implementing the PSLF strategy in line with possible sources of funding;
- thematic working groups, established in the LPZ and chaired by its appointed member,
- organization of project consortia and encourage the development of quality projects under certain calls for proposals and the use of other EU, national and community programmes,
- the functioning of the LPZ itself by enabling similar contributions and ensuring the active participation of responsible persons,
- making recommendations in defining the enrolment policy and school programs of educational institutions in the area of PGC.
The tasks referred to in the LPZ Code are:
- a) LPZ is the most appropriate body for the preparation and implementation of County Human Development Strategies

its partners/stakeholders as an umbrella organisation covering all local/regional
Competence and initiatives for labour market development:
- programming, developing a coordinated strategy, advising on the county development of the RLJP; liaising with the Regional Partnership Council;
- creating its own programmes at county level – in line with the development strategy and organising their implementation, using all sources of funding;
- Encouraging and ensuring the involvement of stakeholders in the process of planning and implementing the LSD policy.
- b) during the organisation and implementation of the activities, the LPZ will apply the working principles of the partnership; and
transparency, both internally and externally;
- c) LPZ's work is public.
The Local Partnership for Employment has the Assembly, the Management Board and the Secretariat, as well as three thematic working groups: for improving partnership relations and activation measures in the labour market (TRS 1), for the inclusion of socially excluded persons (TRS 2) and for improving the quality of education and science (TRS 3).
The LPZ operates through regular annual sessions of the Assembly, the Management Board and the DSB, where it discusses the implementation of the strategy, evaluating project ideas and monitoring the implementation of various projects, presenting new initiatives for projects and activities that contribute to the implementation of strategic objectives, and others.
