Technological and educational business incubator Production Park Torpedo
On 13 November 2017, the first press conference was held at the premises of the Rijeka Development Agency Porin d.o.o. for the presentation of the project Reconstruction and conversion of Hall 14 into a Technological and Educational Entrepreneurial Incubator Production Park Torpedo.
The introductory presentation of the project was held by the Mayor of the City of Rijeka, mr.sc. Vojko Obersnel and stated that the project is financed from the European Structural and Investment Funds and the European Regional Development Fund in the amount of 19.300.747,06 HRK of grants, while the total value of the project is 22.691.480,39 HRK. The partnership consists of the City of Rijeka project beneficiary and the Rijeka Development Agency Porin d.o.o. project partner.
Why the project application was launched was presented by the director of the Rijeka Development Agency Porin d.o.o., Ernest Cukrov, who connected his current activities and the need for the future development of small and medium-sized entrepreneurship and a new technological breakthrough for a new entrepreneurial incubator. Dr. Sc. Sven Maričić, project associate, briefly pointed out the world trends of this type of project. The overall activities of the project, i.e. management, reconstruction of the facility and the necessary works, equipment, budget items of the project, the timetable for implementation, promotion and visibility, as well as the benefits and services that the users of the new supporting entrepreneurial infrastructure will have at their disposal, were presented by Doris Sošić, a member of the project team. During the project, specialized equipment will be procured, and its functionality and application was presented by Denis Lončar in charge of technological support to the project.
The press conference was attended by journalists of local media (Novi List, Radio Rijeka, HRT, La voce del popolo, Kanal Ri, Radio Totalni, portal of the City of Rijeka) and representatives of institutions such as the City of Rijeka, Primorje-Gorski Kotar County, Croatian Chamber of Economy and entrepreneurs.

The first Kick of Meeting meeting of the project team for the approved project Reconstruction and conversion of Hall 14 into a Technological and Educational Entrepreneurial Incubator Production Park Torpedo was held in the premises of the City of Rijeka on 31 October 2017. The meeting was attended by all members of the project team from the City of Rijeka, as a project beneficiary, and the Rijeka Development Agency Porin d.o.o. as a project partner.
All project activities, project budget, public procurement plan, obligations of partners under the basic contract and partnership agreement and a timetable for implementation are presented. For the purpose of project management, a Manual for project management, monitoring and evaluation in the technical, administrative and financial area of the EU project Reconstruction and conversion of Hall 14 into a Technological and Educational Entrepreneurial Incubator Production Park Torpedo was created. For the purpose of information and visibility of the project, a Plan of activities for promotion and visibility was presented.
The meeting provided the most important information from the workshop organized by the Central Office for Financing and Management of EU Projects and also presented the activities that have started and that need to be further implemented for the first reporting period, i.e. the first quarter of the project. The project team members agreed to hold the first press conference to present the project to the media in order to inform the public about all the elements and significance of the project.

Summary:
The overall objective of this Call is to improve the integration of Croatian islands into the wider transport network and overcome key obstacles to local economic growth.
The specific objective is to finance the construction and modernisation of infrastructure in ports of county and local importance (in accordance with Article 2, paragraph 2 of the Maritime Domain and Seaports Act) with the aim of improving transport services throughout the year regardless of the pressure of tourism and thus improving the availability of employment, education and other services to island communities.
Grants will be awarded through a restricted grant award procedure until the deadline for submission of project applications by 31/12/2018 or until the available funds foreseen for this Call have been used, whichever is the earlier. The total funding under this Call for Proposals amounts to HRK 176,470,588,00.
Estimated values of project proposals listed in the Investment Plan for the Development of Ports Open to Public Transport of the Republic of Croatia for the period 2017-2020, which was officially adopted by the Minister of the Sea, Transport and Infrastructure (CLASS: 342-21/14-01/104; REFERENCE: 530-01-17-204) in Zagreb on 1 June 2017 as an official document of the Ministry of the Sea, Transport and Infrastructure are indicative, while the exact grant amount per individual project proposal will be based on data from the Feasibility Study with a cost-benefit analysis and the State Aid Programme.
The minimum grant amount that can be awarded per project proposal is HRK 1,175,000.00 (European Union funds + State budget funds).
The maximum grant amount that can be awarded per project proposal is up to HRK 58,800,000,00 (European Union funds + State budget funds).
The maximum co-financing rate is up to 100 % total eligible costs of which the percentage of co-financing of eligible costs from the Cohesion Fund (CF) may be up to a maximum of 85%, while a mandatory national co-financing share of at least 15 % provide from the State Budget of the Republic of Croatia.
