The seventh partner meeting of the project team for the EU project Reconstruction and conversion of the existing Hall 14 into a Technological and Educational Entrepreneurial Incubator Torpedo Production Park was held on 23 April 2018 in the premises of the City of Rijeka. The topics on the agenda included the overview and the plan of activities within Project Element 2: Preparation and implementation of public procurement procedures and within Project Element V. Promotion and visibility. At the beginning of the meeting, the members of the project team were first presented to the new head of the Department of Entrepreneurship, Jani Sertić.

As regards the implementation of the public procurement procedure, the project manager informed about the meeting held between the representatives of the City of Rijeka and the designer of the implementation project and the representatives of the intermediate body CFCA on the topic of securing funds for the implementation of procurement No 02 from the Project Procurement Plan, i.e. the execution of works on the reconstruction and conversion of the existing Hall 14 into the Torpedo Production Park. The variants of solving the problem of insufficient funds for the conclusion of the contract with the contractor were considered.

It was agreed to look at cost items with which a reduction of investment is possible with the designer of the execution project, without affecting the quality and scope of the project, as well as the building permit. For the procurement of equipment by RRA Porin, new data on the market analysis for the procurement of goods – equipment for equipping the Technology-educational incubator (specialist technology equipment) will be provided within the planned deadline for May-September 2018.

It was concluded that it would be necessary to cancel the public procurement for the reconstruction and conversion of the existing Hall 14 into the Technological and Educational Business Incubator ‘Torpedo Production Park’ because the price of the most advantageous tender exceeded the estimated value of the procurement, i.e. the funds provided for the implementation of the procurement. The necessary changes to the cost statement will be urgently made and a prior consultation with the interested public will be carried out for the purpose of conducting a new public procurement procedure.

The attendees were informed about the activities of promotion and visibility of the project, or about regularly published articles on the websites of the City of Rijeka and RRA Porin.

The first workshop on sparing innovations was held in the premises of the Rijeka Development Agency Porin d.o.o. The workshop was held as part of the Frugal innovation project, Erasmus+ program.We thank everyone who attended and look forward to future cooperation.

The sixth meeting of the project team members was held on 29 March 2018 at the premises of the Department of Entrepreneurship of the City of Rijeka.

The first item on the agenda related to the project element Project management and administration and it was pointed out that a new notification of the Ministry of Economy, Entrepreneurship and Crafts about their internal verification of the eligibility of project costs was received. This notice is accompanied, on the basis of the Financing Decision, by the Decision amending the Decision on financing and reducing budgetary appropriations by HRK 7,272.43. On the basis of this Decision, the Addendum to the Grant Agreement number KK.03.1.2.01.0047 is expected to be signed. Also, minor comments were received on the second SSC and the requested justifications will be sent to the CFCA.

The next item on the agenda related to the project element preparation and implementation of the public procurement procedure, and for the published tender for the execution of works on the reconstruction and conversion of Hall 14. The member of the project team in charge of public procurement informed that the entire documentation of the received bids was reviewed and a record of the received bids was made.

The third item on the agenda related to the project element promotion and visibility and it was stated that articles were published on the partners' websites on the implemented project activities and that promotional materials were disseminated on the occasion of various events organized by partners.
