5. Partnership meeting of the project team for the project Reconstruction and conversion of Hall 14 into a Technological and Educational Entrepreneurial Incubator PRODUCT PARK TORPEDO

The members of the project team met for the fifth time at a partnership meeting on 28 February 2018 in the premises of the Department of Entrepreneurship of the City of Rijeka.

An overview and a plan of activities of the project element Management and Administration were considered in order to prepare a report on the progress of the project, the so-called second CSF, since the second quarter of the project implementation had already passed. Furthermore, within project element 2 relating to the preparation and implementation of public procurement procedures, the representatives of the City of Rijeka reported on the progress of the public procurement procedure for the execution of works. The deadline for the submission of tenders ends on 12 March 2018 at 12 noon and after that deadline the commission opening of tenders will take place. One way, a public call for tenders will be published for the services of professional supervision and the coordinator of the II occupational safety over the execution of works, all according to the Procurement Plan.

 

Based on the conducted public procurement process, the ZIGO craft from Rijeka was selected as the contractor for the production of promotional material. Promotional material related to the project information leaflet, writing blocks and pens was presented and distributed. This promotional material will be disseminated according to the target groups and premise to the participants of various events organized by project partners and associates.

 

4th Project Team Partnership Meeting Held

 

On January 26, 2018, 4th was held in the premises of the City of Rijeka.  Partnership meeting of the project team for the EU project Reconstruction and conversion of the existing Hall 14 into a Technological and Educational Entrepreneurial Incubator Production Park Torpedo.  Project team members discussed the activities carried out during the past period related to project management, preparation and implementation of the public procurement procedure for the reconstruction of the Hale 14 facility, as well as promotion and visibility activities.

 

The first progress report /ZNS1/ was not accepted due to the fact that the intermediate body, the Ministry of Economy, Entrepreneurship and Crafts miscalculated the working hours values for the project team. Further information from intermediate bodies is expected for the further production of quarterly reports and the repetition of requests under the first report.

 

The importance of the prepared documentation for the tender announcement in the public procurement procedure for works on the reconstruction and conversion of Hala 14, which was forwarded for verification to the intermediate body CFCA, was highlighted. Comments were received mainly on the deadlines for consultation until 2 February 2018. This is immediately followed by the publication of a call for tenders via the Electronic Public Procurement Classifieds. Fears were expressed about the delay in the start of works after the selection procedure of the contractor was carried out.

 

The members of the project team were presented with the first version of the project leaflet and the block and pen with the donor's imprint. It was suggested to shorten the text for the leaflet.

Summary:

The call for project proposals ‘Building and equipping the production capacity of SMEs’ will co-finance investments in the capacity of SMEs, through initial investments in the construction and/or equipping of establishments. The call aims to strengthen the regional competitiveness of SMEs through the development of identified strategic industry activities. Encouraging value-adding activities and effectively positioning SMEs in global value chains will enable the development of new competences, increase production, increase exports and create new jobs.

Construction and equipping of the Business Incubator RAGAN

                    ENTREPRENEURSHIP INKUBATOR "RAGAN"

 

The project Construction and equipping of the Entrepreneurial Incubator Ragan was approved from the European Structural and Investment Funds in the financial period 2014. the European Regional Development Fund. The signatories of the Agreement number KK.03.1.2.01.0061 are:  Ministry of Economy, Entrepreneurship and Crafts as Intermediate Body level 1 ( PT1 ), Central Finance and Contracting Agency for EU programmes and projects , as Intermediate Body level 2 ( PT 2 ) and City of Novalja as beneficiary of grants from the Funds.

Partners on the project are: The City of Novalja as a project holder and the Rijeka Development Agency Porin d.o.o. as a partner. Collaborators on the project are: doc. dr. sc. Marija Boban – University of Split Faculty of Law, Saša Cvetojević- Director and founder of Insako, City of Pag.

Purpose of the project is to provide a favourable business environment for the establishment and development of small and medium-sized entrepreneurs, through the construction and equipping of an entrepreneurial incubator

The objectives of the project are:

  • the construction of the ‘Ragan’ business incubator,
  • equipping the Ragan Entrepreneurial Incubator with modern equipment, which will make it easier for SMEs to access high-quality business incubator services and improve their entrepreneurial skills; and
  • knowledge transfer through the establishment of new education programmes.

Expected results of the project:

  • ‘Ragan’ business incubator built, with a total net usable area of 872.6 m2, 16 incubation units for future incubator occupants (10 existing SMEs, operating for more than 3 years and 6 newly established SMEs);
  • purchased basic and specialised equipment for the application of additive technology ( 3D printer in plastics and CNC machine for processing aluminium, wood and other materials),
  • the programme and personnel prerequisites for the start of the operational business of the Entrepreneurial Incubator ‘Ragan’ are ensured immediately after the completion of the project,
  • acquainted the general public and the target groups of the project with the objectives and results of the project

The project Construction of the Entrepreneurial Incubator Ragan enables the development and establishment of small and medium-sized enterprises. With the use of business and production space and consulting, information and education services for entrepreneurs, the Business Incubator "Ragan", thanks to a combination of set goals, provides access to advanced technologies to improve their business, which contributes to increasing competitiveness, the number of start-ups and the survival rate of SMEs. Entrepreneurial incubator Ragan will be the only incubator of this type in Lika-Senj and Zadar County.

 

Total value of the project is HRK 7,822,137.29, the grant amount is HRK 7,089,255.21.

Project implementation period: The project starts on 1 October 2017 and ends on 1 October 2019.
