Primorje-Gorski Kotar County, the Administrative Department for Tourism, Entrepreneurship and Rural Development 13 September 2024 years Public call for aid under the Programme for granting de minimis aid to entrepreneurs of Primorje-Gorski Kotar County in 2024 for Measure 1 and Measure 2.

Subject of the public call

Granting de minimis aid to undertakings with the purpose of realising the objectives of the Programme for granting de minimis aid to undertakings of the Primorje-Gorski Kotar County in 2024 through the following measures:

• Measure 1 Co-financing of equipment costs – processing activities
• Measure 2 Encouraging energy efficiency

The applicant can apply to only one measure within the published public call.

Eligible applicants

Small business entities (micro and small), which are natural and legal persons (exclusively registered as crafts, companies d.o.o. and j.d.o.o. and institutions) in 100% private property with its registered office in the Primorje-Gorski Kotar County, which independently and permanently carry out permitted activities for the purpose of making profit or income on the market, determined in accordance with the criteria laid down in the Act on the Promotion of the Development of Small Businesses (NN Nos 29/02, 63/07, 53/12, 56/13 and 121/16), which must have at least one employed person (including self-employment) on a full-time basis, for an indefinite period.

Eligible applicants by measure:

• Measure 1 Co-financing of equipment costs – processing activities
  • Applicants registered under the Decision on the National Classification of Activities NKD 2007 (NN Nos 58/07 and 72/07) for Section C (Manufacturing), Section 10-32 (with the exception of: Section 12 — Manufacture of tobacco products; Groups 10.7 Production of weapons and ammunition; Group 30.4 — Manufacture of military combat vehicles).
• Measure 2 Encouraging energy efficiency
  • Applicants who prepare project and technical documentation for investment in the use of renewable energy sources or invest in the installation of systems and equipment for the production of electricity using renewable energy sources in the area of Primorje-Gorski Kotar County.

Eligible activities, costs, intensity and maximum amount

• Measure 1 Co-financing of equipment costs – processing activities
  • Procurement activities of fixed assets for the purpose of improving and modernising the applicant’s production activity, green transition or environmentally friendly production processes or improving resource efficiency (investments in green technologies, circular economy, renewable energy sources, energy efficiency) intended exclusively for activities in the function of performing a processing activity shall be eligible.
  • The cost of procuring equipment as an investment in fixed assets is eligible: (procurement of tools, machinery, plant and equipment, measuring and control devices and instruments, and software).
  • The applicant is granted aid in 80% the amount of eligible costs, up to a maximum of EUR 10,000.00.
• Measure 2 Encouraging energy efficiency
  • Activities of preparation of project-technical documentation for the implementation of energy efficiency measures on buildings as well as preparation of project-technical documentation for the installation of systems for the production of electricity from renewable energy sources and activities of installation of systems and equipment for the production of electricity using renewable energy sources in the County - photovoltaic power plant are eligible.
  • The eligible costs are the fees for engineers and architects for the preparation of project-technical documentation – Main design and the costs for the installation of systems/equipment for the production of electricity using renewable energy sources in the Primorje-Gorski Kotar County, i.e. the installation of a new photovoltaic power plant for the production of electricity, which are recorded as long-term assets.
  • The applicant is granted aid in 80% the amount of eligible costs, up to a maximum of EUR 10,000.00

The Ministry of Science, Education and Youth Call for proposals SF.2.4.06.06 ‘Ensuring teaching assistants and professional communication mediators for pupils with disabilities in primary and secondary education institutions – Phase VII’.

Subject of the public call  

Provision of teaching assistants and professional communication mediators to students with disabilities in primary and secondary education institutions.

Eligible applicants

Founders of primary and secondary schools (public and private schools with public rights).

Eligible Partners

The applicant must apply and implement the project in the Partnership.

The partner must be a regular/special primary/secondary educational institution whose students participate in the project.

Partners on the project can also be other founders of primary/secondary schools located in the area of the local and regional self-government unit of the Applicant.

Target group

Students with developmental disabilities are included in primary or secondary school programmes in primary and secondary educational institutions that have been granted the right to support (right to an assistant in teaching/professional communication mediator) by a decision of the Administrative Department of the County or the City Office.

Students with disabilities will be provided with immediate support in accordance with their individual needs in order to enable equal participation of students with disabilities in the educational process and thus prevent their discrimination.

Eligible activities

The activity is mandatory to support the education of students with disabilities through the work of teaching assistants/professional communication mediators.

Financial allocation

The total available financial resources under this call amount to EUR 122,000,000,00, of which ESF co-financing (85%) amounts to EUR 103,700,000,00 and national co-financing (15%) is EUR 18 300.000,00.

Within this Call, co-financing of projects by applicants and/or partners is mandatory, with co-financing rates determined in accordance with the Decision on the classification of local and regional self-government units according to the level of development. If the founder is another legal or natural person pursuant to Article 90. According to the Law on Education in Primary and Secondary Schools, the co-financing rate related to the city in which the founder is located is applied.

Deadline and method of submission of applications

The call is open until 18 October 2024, and applications are received from 9 September 2024 through the system eCohesion in electronic form, by filling in the application form and uploading the supporting documents.

Applications are open for the lease of business premises to entrepreneurs who have registered service activities.

Croatian Agency for Small Business, Innovation and InvestmentHAMAG-BICRO) designed within the framework of AKCELERACATION PROGRAMME a complete support system for all start-ups, Innovative development teams and individuals in all regions of Croatia. The program includes support with the aim of initial assessment of the state of business, individual advice on business, mentoring by professional mentors, providing support when communicating with investors, internationalization activities and the like.

By applying to the published Public call it is possible to exercise the right to non-financial support in the form of services 9 consortia – accelerators from all regions of Croatia in value:

• at the stage of pre-acceleration to the maximum 4.000 €
• at the acceleration stage to the maximum 17.000 €
• at the stage of post-acceleration to the maximum 6.000 €.

For those applicants who pass successfully Pre-acceleration phase, HAMAG-BICRO will launch a restricted call for proposals grants in the amount of up to €25,000, as well as the call for proposals voucher for the internationalisation of the operations of enterprises participating in the Acceleration Programme (for the activities of participation of enterprises in international events, exhibitions, fairs, workshops, conferences, covering travel expenses, overnight expenses, registration fees, etc.).

Applications are received via online forms until 7 August 2024.

Start-ups established no more than five years before the date of submission of the project proposal may apply; development teams and individuals (natural persons – for the pre-acceleration phase) developing an innovative product/service currently in Stages TRL 5-8.

HAMAG-BICRO will, in cooperation with local accelerators, select up to up to 160 users in the Republic of Croatia who will get a chance develop their business in the business premises one of the accelerators through the following 2 years.

Public call for expressions of interest for participation in the PHASE OF PREDACELERATION has been published in the framework of AKCELERACATION PROGRAMME as part of the measure “Strengthening acceleration activity” National Recovery and Resilience Plan reference number C1.1.2. R2-I4.
