Public Call for Applications for Granting Non-refundable Subsidies to the Entrepreneurs of the City of Rijeka

The City of Rijeka has published a public call for applications for non-refundable subsidies from the General Programme of Measures to Encourage the Development of Entrepreneurship in the City of Rijeka.

Non-repayable subsidies are granted to entrepreneurs with the aim of strengthening their competitive position in the market and achieving additional practical education and better information in entrepreneurship.

Undertakings may benefit from subsidies under the following measures:

  • Subsidising product and process certification
  • Subsidising the construction of a brand of products and/or services
  • Encouraging the pooling of economic operators
  • Subsidizing the introduction of IT systems and applications into business
  • Subsidising the costs of implementing industrial design
  • Subsidising the acquisition and installation of machinery and equipment
  • Subsidisation of costs of start-up entrepreneurs
  • Subsidisation costs of preparation of project proposals for co-financing from European Union funds
  • Subsidisation of the costs of vocational training and upskilling of employees

Non-repayable subsidies shall be granted in accordance with the rules laid down in Commission Regulation (EU) No 1407/2013 of 18 December 2013 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union. of the Treaty on the Functioning of the EU on de minimis aid.

You can apply:

  • small business entities defined by the law governing the promotion of the development of a small business, which are entirely privately owned, having their registered office or domicile in the territory of the city of Rijeka,
  • associations established as legal entities whose purpose is to promote the economic interests of the members of the cluster, which have their headquarters in the territory of the city of Rijeka and which operate positively. For the purposes of this Public Call, the concept of cluster is understood as the concept of connecting undertakings within an industrial sector in order to better market a particular type of product and/or service.

This year, certain novelties are introduced in the process of conducting the Public Call, and they relate to the introduction of qualitative criteria that will score the submitted applications. Based on such scoring, the ranking of applicants will be defined, i.e. the beneficiaries of subsidies will be determined according to this Public Call.
Also, the novelty compared to the publication of the Public Call from last year is the possibility of submitting applications for a maximum of two measures, according to which the applicant can achieve a maximum amount of HRK 75,000.00 of non-refundable subsidies.

For the implementation of the Public Call in the budget of the City of Rijeka in 2018, HRK 2 million and 75 thousand were provided.

The public call is open on September 26, 2018, and applications are received from October 1, 2018 at 8 a.m. to October 31, 2018 at 11 p.m. and 59 minutes.

Applications to the Public Call are received via the eServices portal of the City of Rijeka under the Entrepreneurship section, i.e. the Information Service of the City of Rijeka (on-line application/e-form), where there are detailed instructions on the application procedure.

Summary

The call for proposals will be implemented under the Operational Programme Competitiveness and Cohesion 2014-2020, Priority 3 "Business Competitiveness"; Investment priority 3d "Supporting the creation of the capacity of SMEs to engage in the growth process in regional, national and international markets and innovation processes"; Specific Objective 3d1 "Improved development and growth of SMEs in domestic and foreign markets".

Call "Quality Characteristics", Reference: KK.03.2.1.11., is intended for micro, small and medium-sized enterprises with the aim of obtaining quality signs to increase their competitiveness and contribute to increasing the recognition of Croatian products and services on the open market.

The aim of the Call is to increase the recognition of the quality of services and products of SMEs, which will ensure the preconditions for increasing sales revenues, exports and overall competitiveness and consequently, contribute to the creation of the Croatian identity on the common and global market.

The awarded grants will co-finance, through vouchers, project activities related to the exercise of the right to use the following quality marks:

– "Croatian quality"

– ‘Original Croatian’

– ‘Traditional crafts’,

– ‘Artistic crafts’.

The voucher may be awarded for the acquisition of a sign(s) by an eligible service provider:

– Croatian Chamber of Commerce

– Croatian Chamber of Trades and Crafts

Eligible applicants: Micro, small and medium-sized enterprises

Total allocation: 7.500.000,00 HRK

Types of aid: De minimis aid

Available funds per applicant (min. - max. amount):

The maximum value of the voucher, i.e. the maximum grant amount that can be awarded to a particular project, is HRK 75,000.00.

Aid intensity: up to 100% eligible costs.

Grants will be awarded through a permanently open Call with a deadline for submission of project proposals from 10 September 2018 from 11 a.m. to 29 June 2020, i.e. until the available funds are used, in the total value of HRK 7 500 000.00.   

 Project proposals are submitted electronically, through the system eFunds.

Public call for funds from the Fund for co-financing the implementation of EU projects at regional and local level for 2018

The Ministry of Regional Development and EU Funds is announcing a public call for funds from the Fund for co-financing the implementation of EU projects at regional and local level for 2018. Funds of the Fund are non-refundable and earmarked, and are directed to co-financing the implementation of EU projects at regional and local level to beneficiaries who have concluded a Grant Agreement from EU funds.

Local and regional self-government units, legal persons in majority ownership or co-ownership of local and regional self-government units and institutions whose founders are local and regional self-government units may apply for grants.

The conditions and criteria for the allocation of the Fund's resources, the eligible areas for co-financing, the amounts and criteria for co-financing and other essential elements for the allocation of the Fund's resources are set out in the Public Call for the allocation of the Fund's resources and the User's Guide.
The available amount of funds to be allocated in the public call procedure is HRK 200.000.000,00.

All applications for the Fund will be received from 16 August 2018 until the funds planned for 2018 are used up, and by 15 December 2018 at the latest.

By awarding vouchers through this Call for Proposals, SMEs are encouraged to apply and improve online solutions in the presentation and sale of their products and services.  This Call will contribute to addressing the identified weaknesses of SMEs related to the insufficient and inadequate application of e-commerce and m-commerce network solutions in order to improve their market positioning.

Eligible applicants: Micro, small and medium-sized enterprises

Total allocation: 15,200,000,00 HRK

Types of aid: De minimis aid

Available funds per applicant (min. - max. amount):

The lowest value of the voucher, i.e. the lowest grant amount that can be awarded to a particular project, is HRK 15,000.00.

The maximum value of the voucher, i.e. the maximum grant amount that can be awarded to a particular project, is HRK 100,000.00.

Aid intensity depends on the place of registration of each applicant and ranges from 70% up to 85% eligible costs.

Grants in the form of vouchers will be awarded through a permanently open Call with a deadline for submission of project proposals from 13 August 2018 from 11 a.m. to 29 June 2020 , i.e. until the available funds have been used up. Project proposals are submitted electronically, through the system eFunds.
