Organized by Rijeka Development Agency Porin d.o.o. was held on 31 March 2016. Final National Conference The EU project SLOHRA SOCIONET. Project — Associated in the development of new employment opportunities through social entrepreneurship is co-financed by the Operational Programme Slovenia-Croatia 2007-2013 and by the European Regional Development Fund with a value of EUR 519,362.93 and the grant amounts to EUR 438,461.66. The implementing activities of the project started on 1 February 2015 and end on 29 April 2016.
On the occasion of this final conference, the first press conference was held in which the director of the Rijeka Development Agency Porin d.o.o., Ernest Cukrov and the Mayor of the City of Rijeka Vojko Obersnel participated with project partners.
The final national conference started with welcoming words Ernest Cukrova, Mayor The Army of Obersnel and Jasminke Keser from the Ministry of Entrepreneurship and Crafts. The program of the conference continued with a presentation of the project results by the Director of the Regional Development Centre Koper, Giulian Nemarnik, the project manager. Shown 7 promotional films which were created during this project based on the choice for the best ideas of social entrepreneurship that each project partner implemented through a competition. This gave 7 different models sociable
of entrepreneurship. Theme of the conference Where to further develop social entrepreneurship It was presented in three presentations. Filip Miličević, who referred to the policy of the development of social entrepreneurship of the Ministry of Labour and Pension System, which is otherwise in charge of the implementation of the Strategy for the Development of Social Entrepreneurship in the Republic of Croatia; a representative of the Ministry of Entrepreneurship and Crafts, Jasminka Keser on the importance of the topic of social entrepreneurship at the EU level and on the membership in the European Commission's working group on social entrepreneurship, and a representative of the Rijeka Development Agency Porin d.o.o., Doris Sošić, made proposals for mechanisms that should function at the regional and local level for faster and stronger development of social entrepreneurship. After that, there was a discussion about the problems and possibilities of social entrepreneurship.
Project SLOHRA SOCIONET implemented a common cross-border system of strengthening social entrepreneurship, to increase competitiveness in the Slovenian-Croatian and other EU markets. The development and promotion of social entrepreneurship in the Slovenian-Croatian border has improved the opportunity for growth of the economy of each region, and with the offer of goods and services, which respect the natural, cultural and human resources that the regions have.
Partners on the project are: Regional Development Center Koper and Središče Rotunda, Maritime Social Center, Koper from the Coastal-Crush Region, RRA Zeleni kras d.o.o. from the Primorje-Notranj Region, Development Center Novo Mesto d.o.o. from Southeast Slovenia, Regional Development Agency Posavje from the Posavina Region, Istrian Development Agency d.o.o. from Istria County, Development Agency Karlovac County d.o.o. from Karlovac County and Rijeka Development Agency Porin d.o.o. from Primorje-Gorski Kotar County.
The project achieved its goal, which is to create conditions for the development of social entrepreneurship in Primorje-Gorski Kotar County as well as in other regions of the project partners in the circumstances of the still present crisis and recession, high unemployment, departure of young people, ageing population, vulnerability of vulnerable groups of society, etc.
The target groups targeted by the project are: potential founders social enterprises, local self-government, employment services, development institutions, potential candidates for employment in social enterprises and partners themselves.
Project activities have achieved the following results:
- 7 regional analyses and 1 joint analysis of the state of social entrepreneurship of the Slovenian-Croatian border,
- 224 participants in workshops on social entrepreneurship
- 28 educated promoters of social entrepreneurship
- get to know the good Slovenian, Croatian and EU practices of social entrepreneurship
- selection of the 7 best ideas of social entrepreneurship
- 7 Models of Social Entrepreneurship
- developed methodology for the development of a business plan of a social enterprise,
- 7 Business Plans of the Best Ideas
- 7 promotional films about the project and selected ideas
- legal acts for the establishment of a social enterprise,
- the creation of 1 new social enterprise,
- promotion for creating an enabling environment through websites, leaflets and brochures, press conferences, national conferences, entrepreneurship,
- 28 info points for information and consultation in the Slovenian-Croatian border, etc.
The Rijeka Development Agency Porin d.o.o. carried out all the planned activities of the project and achieved the following results:
- prepared an analysis of the state of social entrepreneurship in the Primorje-Gorski Kotar County and the final grades for the joint analysis,
- educated about 40 people about social entrepreneurship through project promotion and held workshops,
- chose the best idea of social entrepreneurship: Agrotourism of Gorski Kotar, by Ivan Butković from Mrkopalj for which a business plan was made and a promotional film was made,
- launched 7 info points of social entrepreneurship: Rijeka Development Agency PORIN, Centre of Technical Culture Rijeka, City of Rijeka, Local Development Agency PINS, LAG Terra Liburna, LAG Gorski Kotar, Croatian Centre of Cooperative Entrepreneurship - Regional Office Rijeka for the area of Primorje-Gorski Kotar County.
