Summary:
Social dialogue is the cornerstone of European social policy and helps to create decent working conditions for all workers, improve labour legislation and develop social partnership as a tool to achieve common goals such as job creation, the development of better living standards and economic growth.
Despite the relatively high percentage of coverage of industrial relations by collective agreements, the impact of bipartite social dialogue on regulating industrial relations remains low due to the limited content and poor implementation of the bipartite dialogue principle. That is, the impact of tripartite social dialogue on policy making in the Republic of Croatia is weak due to the limited institutional and professional capacities of the social partners, the underdeveloped culture of dialogue in public administration and the uneven development of social dialogue at the local level.
"Strengthening social dialogue – Phase III" is the third call in a series in the last few years, which provides for the funding of activities with a clear contribution to addressing the needs described and the identified problems in the development of social dialogue.
The call for proposals ‘Strengthening social dialogue – Phase III’ is aimed at increasing the efficiency, sustainability of results and continuity of social dialogue in the Republic of Croatia. Special emphasis of the Call is on improving the quality of social dialogue through the development and strengthening of administrative and professional capacities of social partners at international, national, regional, local and sectoral level.
The call is implemented under Priority Axis 4. Good governance, Specific Objective 11.ii.1 Developing the capacity of civil society organisations, in particular associations and social partners, and strengthening civil and social dialogue for better governance.

Applicants: social partners: trade unions, associations of higher level trade unions, employers' associations, associations of higher level employers, local and regional self-government units, development agencies founded by local and regional self-government units.
Eligible partners: social partners: trade unions, higher-level trade union associations, employers’ associations, higher-level employers’ associations; local and regional self-government units; development agencies founded by local and regional self-government units; public institutions having a registered activity in the field of employment and/or work and/or employment relationships and/or safety at work and/or safety at work and/or workers' rights; associations; scientific organisations; public higher education institutions.
Total allocation: 18.000.000,00 kn.
Grant amount: The minimum value of aid that can be granted to a particular Project is HRK 400.000,00. The maximum value of the aid that can be granted to a particular Project is 1.500.000,00 kn.
Co-financing of projects: the share of funding per project is 100% eligible costs, i.e. applicants/partners do not provide co-financing of projects from their own resources.
