FIPRO Foundation and Primorje-Gorski Kotar County have opened Public call for financing the commercialisation of innovation through which innovators and small businesses can achieve from €7,000 to €20,000 in funding to further develop its solutions and prepare for market launch.
Subject of funding
The development of innovation does not end with the creation of the first version of the product. Additional testing, prototyping, certification or intellectual property protection are often required before entering the market.
It is precisely such investments that are in the focus of this call. Funding is available for:
- the development, testing and development of a prototype of a product or service delivery process;
- the procurement of the necessary equipment, tools and materials to innovate, where this cannot be contracted as an external service,
- preparation for market launch, including promotion and development of sales and distribution channels,
- certification and certification of products or services,
- examination of the state of the art and preparation and protection of intellectual property.
It is important that innovation already has a proven functionality, for example through an effective prototype, proof of concept or published scientific article.
Costs incurred prior to the publication of the Public Call on 15 October 2026 shall not be eligible for funding.
The deadline for the implementation of the approved project shall be a maximum of six months from the conclusion of the contract.
Financial allocation
Total funding is provided for projects €60,000, and the individual applicant can be approved from €7,000 to €20,000.
Funding shall be implemented in such a way that:
- 50 % allocates the amount granted in a non-repayable manner;,
- 50 % granted as an interest-free loan.
The loan is granted without guarantors, participation and mortgages, with a repayment period of two years and the possibility of contracting a grace period of up to one year.
Eligible applicants
The call is intended for:
- natural persons – innovators who are willing to start a business venture or transfer their innovation rights to another economic operator;
- Small business operators, i.e. private companies and crafts based in the Primorje-Gorski Kotar County.
Innovators who do not yet have a registered business entity may also apply, but must set up a trade or company or transfer the innovation rights to an eligible economic operator based in PGC before awarding the funds.
Applicants who have concluded a funding agreement with the FIPRO Foundation in the last two years cannot regain funding through this call.

Applications are received until 13 November 2026 at 23.59.
